The HSSE Manager-Construction is responsible for RWECE HSE Management System implementation, document control, reporting, auditing, business intelligence/ data analytics, and management of change process for all HSE Policies and Procedures for RWECEs Wind, Solar, and BESS Construction business. Assists in ensuring OSHA compliance and developing HSE strategies with Contractors for RWECE Wind and Solar Construction business.
Responsibilities:
- Ensure, via consultation and facilitation, the highest level of HSSE practices are employed on construction site(s). This includes wearing and demonstrating the proper use of essential safety equipment, identifying potential hazards on the job, conducting incident investigations and action plans, and other HSSE site duties as assigned
- Conduct field HSSE audits and assists with action plan implementation resulting from audits. Evaluate compliance with HSSE policies and requirements regularly for all construction projects
- Adhere to and represent the company’s values and behaviors as defined by the RWECE philosophy, Vision, and HSSE Policy Statements while reinforcing Line Management’s and individual Employee’s responsibility for HSSE
- Assists V/Ps of HSSE Construction in the development and implementation of HSSE compliance programs and strategies for Contractor operations to ensure successful execution and completion at all RWECE’s Construction sites
- Act as a liaison with the regulatory authorities and contractor management
- Proactively support Construction Project Management, in meeting HSSE responsibilities within the technical, organizational, and procedural facets of each project
- Development and promotion of a sustainable HSSE culture across the construction project and contracted services teams. Regularly drives continuous improvement in HSSE
- Management of Contractor Performance by using ISNet World to monitor Contractor compliance and audits
- Manage a Team of HSSE Personnel (1-2 Leads; and 4-6 Advisors) through functional leadership, coordination, and training of site and project; ensuring Sites are properly supported for success
- Monthly Reporting of HSSE KPIs for all Construction Projects (i.e. LTIF, Open CAPAs, HiPO, Observations, etc.)
- Facilitating lessons learned with RWECE counterparts in construction and development, wind, solar, and battery storage teams to identify areas for improvement.
- HSSE management support for Construction projects
Additional Duties and Responsibilities:
- Support and coach HSSE field personnel in conducting Safety Culture activities, while promoting leadership and commitment to RWECE’s HSSE Policies.
- Direct and support HSSE field personnel in the incident reporting and hazard risk assessment processes
- Support the execution of Risk Assessments, Safety Plans, and Work Instructions for High-Risk Tasks being performed at the Site
- Collate safety observations, add to the database, follow up to ensure closeout and provide summary reports as required. Proactively develop, implement, and review procedures to support the continuous improvement of the HSSE Management System
- Implement the RWECE contractor management minimum standards for the projects in all activities
- Ensure effective contractor engagement is established to ensure high HSSE standards when contractors conduct work
- Work with HSSE Site Teams to organize safety-related training as required
- Manage and maintain records of all site-related incidents in our Incident Management System
- Provide support to site-based HSSE personnel to enable the effective delivery of site-related tasks
- Report and investigate all relevant, as well as high potential, HSSE incidents and monitor the implementation of adequate control measures.
- Ensure effective communication with field personnel on all HSSE-related activities (e.g. Construction)
- Establish effective communication with V/P of HSSE, Construction as well as other HSSE, Operations, Procurement, and QA stakeholders.
- Ensure Timely Notifications of HiPO and Life-changing events to the proper Management Team and stakeholders
Qualifications:
- Minimum of 5 years of HSE experience applicable to construction, operations, and/or maintenance in renewable power generation and related industry activities, preferably Solar and Battery Storage
- Minimum of 3 years experience in a leadership role
- Have a working knowledge of Federal OSHA, Federal EPA, State OSHA/EPA, and labor standards for General and Construction Industries, as well as the general principles of Industrial Safety and Industrial Hygiene, and Specific knowledge of local and state safety and environmental regulations beneficial
- Proficient with Microsoft Office suite - Word, PowerPoint, Excel, Visio, or Project
- System and/or Process Auditing, Management of change for OHSA VPP, ANSI Z10, ISO 14001, ISO 45001, and ISO 9001
- Familiarity with ERP(Enterprise Resource Planning) systems (e.g., Oracle, SAP, Maximo, etc.)
- Learning/Training Management Systems, HSE Information Systems, and Contractor Management Systems (e.g. ARIBA, ISNet, Salesforce, etc.)
EDUCATION REQUIREMENTS
- Associate, Bachelor, or Master’s Degree in Occupational Health, Safety, and/or Environmental Science, or a related field. One (1) of the 5 years can be satisfied with an Associate Degree (other than online or mail-in) from an accredited school. Professional Certifications are preferred
- Minimum of 15 years of experience in lieu of a degree is acceptable.
WORKING ENVIRONMENT
- This is a safety-sensitive position. Primarily field environment; position could require up to 50% travel; may be exposed to hazardous conditions (Working at Height >200', Confined Space, Bloodborne Pathogens, High voltage, wild vegetation, and wildlife); supports multiple office and field work sites
- Will be required to maintain First Aid, CPR, and AED certification. May be required to be Wind Turbine Climb certified with a medical evaluation to obtain clearance to work at height in extremely hot and cold conditions.
- Must be able to demonstrate flexibility and full range of movement to work in Confined Spaces
- Must maintain appropriate body weight with PPE and tools to not exceed OSHA limit of 310 pounds and posted weight limits on ladders
