RWE Manager of Regulatory & Environmental Compliance
Job Summary
RWE Offshore Wind GmbH is looking for a Manager of Regulatory & Environmental Compliance to join our growing team of environmental specialists working to develop a best in class portfolio of offshore wind projects in multiple regions of the United States. The successful candidate will play a key role in the delivery of consistent compliance with Federal and State environmental permit and regulatory requirements across multiple projects and support the coordination of a US offshore wind Environmental Management System as applicable.
This is a hybrid role based in one of our offices, Boston, Massachusetts, San Francisco, California or Houston, Texas. US travel to the RWE offices on a regular basis will be required.
Areas of Responsibility
- Develop, maintain, monitor and audit input and output of the US Offshore Compliance Register for environmental compliance for US Offshore Wind Projects.
- Ensure that projects comply with offshore wind industry standards, specifications, regulations, laws and other obligations pertaining to environmental compliance through regular maintenance and internal reporting as captured in the Offshore Compliance Register.
- Coordinate the design, implementation and maintenance of the Environmental Management System (EMS) and associated compliance register across all projects, including the set-up, population and maintenance of compliance tracking software.
- Liaise with other Global functions and US project teams on environmental compliance impacts and aspects.
- Accountable for ensuring the maintenance of the environmental compliance register and the coordination of reporting and inputs into the register by responsible entities.
- Support and verify the data entry by project-allocated environmental compliance advisors and subject matter experts in different areas of responsibility such as, but not limited to, permitting, environmental HSE, development and operations.
- Interface with HSE, Engineering, Procurement and Construction (EPC) packages on environmental compliance issues, including pre-bid qualification efforts.
- Communicate and manage activities within the Company (GIS, origination, lands, meteorology, interconnection transmission, development, legal, engineering, construction, and operations) and with outside consultants to achieve all regulatory, siting, and environmental requirements and approvals needed to achieve project regulatory compliance, guidance and policy adherence, and Company objectives as outlined in EMS.
- Liaise with the Health and Safety team on HS-E interface topics and contractor management.
- Support environmental awareness training that is included in site inductions and kick-offs.
- Supports the review of contractor’s risk assessments, project execution plans, environmental plans etc. to ensure regulatory and environmental compliance
- Lead and/or assist with incident reporting, close out and mitigation planning according to internal requirements.
- Support the coordination of EMS audits, including preparation of a larger team to participate in audits.
- Interface with HSE and regulatory affairs to ensure Compliance Register is aligned with Legal Register, integrate EMS and SMS.
- Coordinate the gathering of incident details, documenting remedial actions, Lessons Learned and opportunities for continuous improvement in the context of Regulatory and Environmental Compliance.
- Manage Oil Spill Response Plan development and execution resources in close coordination with HSE.
- Manage a team of project-specific Regulatory and Environment Compliance Advisors
Candidate profile
The Manager of Regulatory & Environmental Compliance is a senior position reporting to the Director of Permitting & Environment. To succeed in this role, you will have the following:
- A graduate degree in a field of environmental engineering/science/studies, marine affairs, law, natural resources, biology, ecology or related field from an accredited program.
- 8-10 years of relevant work experience with a preference for candidates that have prior experience in the offshore energy sector.
- Familiarity with broadly applicable environmental permits (e.g., MARPOL, Clean Water and Air Acts including NPDES, RCRA, marine debris reporting requirements, etc.) to complete environmental-related agency notifications and report submittals (coordinate with Permitting resources during development).
- Experience with various state and local environmental regulations, particularly those applicable to the States of California, the States of New England and New York, and the Gulf States is considered an asset.
- Outstanding written and verbal communication and interpersonal skills, including a demonstrated ability to effectively communicate to diverse audiences and stakeholders.
- Strong analytical and problem-solving skills and attention to detail.
- Formal project management/compliance software experience.
- Internal auditor certifications or accredited qualification in regulatory and compliance assurance.
- Knowledge of standards such as Iso 14001, 45001, 9001, 27000, 31000, 50001, 26000, 28000 and 37001.
- Knowledge of renewable regulations from OSHA, USCG, EPA, BOEM, BSEE
- Knowledge of applicable standards from API (American Petroleum Institute), ANSI and DNV
- Ability to work under pressure and within tight deadlines.
- Experience working with technical teams (e.g., engineering, construction, operations) involved in large projects desired.
- Able to adapt and work in a fast-paced working environment and responsive to change.
